Tony Blair has found that has little to erase the smile on the face when it comes to solving the Arab and Jewish claims to compete in the territory once called Palestine - known today as Israel, Jordan, the West Bank and Gaza.
The Razzle Dazzle of the International Donors Conference for the Palestinian State held in Paris in December last year under Mr Blair was U.S. Co-Chair 7.4 billion U.S. dollars over three years promised by the international community to meet a haste plan prepared by Palestinian Authority Prime Minister Salam Fayyad.
At the moment the president and two co-chairs of the Paris Conference convened again in Paris in January to discuss current developments, another $ 300 million was added to the promises.
However, Arab donors -- which one would expect to be among those most concerned about the Palestinian state - had only contributed 20% of pledged funds. They were indicating clearly with their checkbooks that were not too convinced that the Palestinian state proposed by President George W. Bush is likely to eventuate - after 5 years of intense diplomatic pressure had failed to reach even the first phase of implementation.
Moreover, Europe has committed 53% of funds - That indicates the great interest that were willing to invest in seeing the creation of another Arab state - 23 - which is between Israel and Jordan later this year. His optimism in December is hard to understand.
The months since then have seen a sober realism that this money can not solve the problem while political issues remain unresolved. Undoubtedly, these donors appear destined to see their money follow the billions of dollars that have disappeared over the past 15 years without any significant improvement in the lives of people for whom this is specifically intended generosity.
Alarm bells rang in the United Nations Seminar on Assistance to Palestinian People held in Amman on 18-19 February, when he recorded the following observations:
"The Donor Coordination Adviser, Office of the Special Envoy of the Quartet (Tony Blair) in Jerusalem, Tor Wennesland, said he hoped it could have been able to pinpoint some major successes in the seminar. His office was moving forward seriously in some important sectors and hoped those efforts become specific concrete and visible soon, but Mr Blair is trying to achieve economic revitalization in a situation where the Palestinian Authority's capacity was severely limited. In sum, "the work we've done has been a major climb a very steep hill"
Mr. Wennesland warned:
"No would be no sustainable growth in the Palestinian territories before there was a negotiated political solution to final status issues. That meant that what is being done now would be temporary. There were limits to what could be achieved in the economic and development, given the current limitations. That was the challenge and the reality. "
He confessed:
"For most of the Blair vision 'had been to revitalize the private sector in the Palestinian territory, but "we're not there yet."

Those donors who started their promises in the first days of January must now be concerned about his decision to part with their money so quickly. They must be worried about their money going to the bottomless pit of corruption that has engulfed the Palestinian Authority and appears likely to occur again after this latest boon to leave Paris.
However, Tony Blair is unmoved and is now looking yet more funds to add to the promises of Paris despite the warnings sounded by the Donor Coordination Adviser just three weeks ago.
Now he has urged to private sector investors to attend a conference in Bethlehem in May that "Palestine is open for business"
"The world is invited to the party we are launching, "the Prime Minister Fayyad." From the depths of the misery of all this, we Palestinians are determined to authorize and build this state despite all obstacles. "
Mr. Blair believes that the conference in Bethlehem as the private sector partner to the Conference Paris Donors. However, private investors, no doubt, pay attention to the initiative taken by Arab countries and listen very carefully to what Mr. Wennesland had to say before being induced to invest their money with the Palestinian Authority.
Mr Blair will be launching the Tony Blair Faith Foundation in late this year. The foundation will promote understanding between the major faiths and increase understanding of the role of faith in the modern world.
Mr. Blair has certainly had a huge leap of faith in dealing with the Palestinian Authority and one can only wish him the best of British "
The However, the odds are that will end with egg on his face - like so many people of goodwill who preceded him and found that when push came to the Palestinian Authority was not prepared to abandon its demand for return of all the West Bank and Gaza and for millions of Arabs who were given the right to live in Israel.
Pending resolution these problems with donor countries and private investors would do well to keep their funds firmly under their control. Perhaps this kind of monetary boycott might induce a change in the intransigent attitude of the Palestinian Authority and create the breakthrough that has so far eluded all who have tried.
With only nine months for any prospect this kind of success appears bleak.
